PeopleForBikes is hiring a state + local policy analyst for our Business Network team. This employee will advocate for policies to improve and protect bicycle infrastructure and increase bicycling participation at the state and local levels. This person will help formulate bicycle industry-related policy and regulations that proactively position the bike industry and get ahead of potential threats. This employee will help implement organizational policy initiatives, track legislative activity in all 50 states, analyze laws and regulations, report to stakeholders and advocate for positions supported by the bike industry. The subject matter may include policy work related to transportation, infrastructure, traffic laws, trade, tax, natural resources, environmental issues, public lands and consumer product regulation. This position will report to the deputy director of state + local policy and assist in all administrative functions of the Business Network including scheduling meetings, writing notes and setting project reminders.
- Maintain PeopleForBikes’ state legislative tracking system to monitor industry-related policies and regulations in all 50 state legislatures.
- Research, track and gather data on state and local legislation and regulations nationally and report on key findings.
- Establish relationships with key stakeholders such as advocacy partners, state and local decision makers and industry members.
- With the Business Network team and industry stakeholders, help to formulate policy positions, implement advocacy plans and assist on all state and local initiatives and campaigns.
- Facilitate policy webinars with key stakeholders and supporters.
- Initiate outreach to assess and learn more about important industry issues.
- Serve as administrative support for PeopleForBikes’ subcommittees and working groups. Help the groups run smoothly by managing meeting schedules, writing notes and conducting follow-up surveys.
- Coordinate and prepare materials and logistics for weekly Business Network team calls.
- Serve as the point of contact for the Business Network team for scheduling meetings and notetaking.
- Implement public-facing campaigns such as action alerts and social media in concert with the PeopleForBikes’ marketing team.
- Write and edit white papers, handouts, board reports and general summary documents on key findings.
- Develop project-related blog posts, fact sheets, social media and web content.
- Manage and organize documents of the Business Network team.
- Required Qualifications
- Bachelor’s degree in policy, environmental studies, political science or a related field, or equivalent combination of education and work experience.
- At least 3 years of relevant experience in nonprofits, trade associations, advocacy, lobbying or related policy work.
- Strong policy analysis and research skills.
- Strong customer service ethic and willingness to go above and beyond to assist PFB’s members and stakeholder groups.
- Self-motivation, enthusiasm and willingness to learn.
- Ability to write clearly and concisely, including condensing public policy language into terms that non-experts can easily understand.
- Ability to consider program and policy opportunities and threats through a diversity, equity and inclusion lens.
- Strong time management skills with the ability to direct multiple projects and meet competing deadlines.
- Must be able to quickly master new subjects and be the expert for constituents as unexpected policy challenges arise.
- Ability to collaborate and work efficiently with PFB’s Business Network and Marketing teams.
- Strong work ethic, self-directed, able to work independently to accomplish assigned tasks and meet critical deadlines.
- Willingness to perform moderate travel to attend meetings, conferences, training and site visits.
- A commitment to safe, healthy, reliable and affordable access to bicycling for all members of a community.

Graduate degree preferred in policy, environmental studies, political science or a related field, or equivalent combination of education and work experience.
Track record of member engagement and collaboration (association, membership group, public sector organization).
Experience writing marketing, social media and/or public relations copy.
Persuasive speaker who is comfortable explaining the power of the bicycle.
Experience building and maintaining relationships with a diverse network of individuals and organizations.
Experience using Microsoft, Google and Adobe programs.
Compensation and Benefits
This “at-will” position offers a competitive salary commensurate with experience with a range of $48,000 – $70,000. PeopleForBikes offers an excellent and comprehensive benefits package. This includes paid health insurance for employees, a generous paid-time-off (PTO) policy including 22 days plus federal holidays, paid parental leave, a flexible work schedule including work from home options and optional participation in a deferred compensation retirement plan, with immediate vesting of a competitive employer match.
