OK, I like these polls, but how is this even a question?
Sure, there is a high probability of crashing in a cat 4 crit, but it's quite safe. Most falls are because of rider error, and speeds are much lower.
In the Tour, the speeds are much higher, roads narrower and more crowded, motos and autos on course, spectators and media stepping into the road, the days are longer, riders are more tired, the 3k rule causes a huge inversion as the GC riders drift from the front to the middle and the sprinters try to get around them (most crashes are just inside the 3k rule). Riders are getting paid, and thus the risk-reward decision is more in favor of taking a risk.
