Can anyone create a league?

My current ACA team is lame so they won't be racing the track, they are "too good" for this. I want to join a league but wonder if I can since I am currently assigned to team, but this league is not ACA.

I believe anyone can create a league which has nothing to do with the ACA at all, that means you can have riders from different teams on a league.
