I normally agree with you, but this problem effect motorists as well. Let's pretend for a second that you accidently hit a cyclist. Now, if he's wearing a helmet (and he hit his head), you will most likely have fewer medical bills to pay for. Conversely, if he didn't wear a helmet, then you may become a Walmart greeter for the rest of your life.
Which outcome depends on the cyclist's ignorance, but greatly effect your life.
