    The Department of Public Works, City and County of Denver, has issued a Request for Qualifications (the “RFQ”) in order to identify qualified bidders for the project listed above. A link to the RFQ documents can be found at RFQ documents will be made available for download at, eBid Document No. 3696196, at the cost of $10.00.

    Printed Responses are due March 3, 2015, no later than 10:00 a.m. MST, delivered to Public Works Finance and Administration, Attn: Debby Gibson, 201 W. Colfax, Ste. 614, Denver, CO 80202.

    A Pre-submittal meeting will be held on February 17, 2015, in Conference Room 4.G.2 at 9:00 a.m., Webb Building, 201 West Colfax Avenue, Denver, CO 80202. Interested firms are encouraged to attend. Submitters are responsible for any information conveyed at this meeting.

    General Statement of Work: This RFQ is to identify a qualified contractor list for the Ruby Hill Park Phase II project. This project will consist of a lopped trail around the park which will consist of a series of gateway trail features along this loop. This phase will also consist of a seven acre mountain bike park facility. The work within the bike park will consist of numerous features built from soil and manufactured features, rocks, timbers, grading, shaping of trails and flow lines that will facilitate a positive riding experience. Ruby Hill Park is a known historic landfill site that does contain debris with asbestos.

    Construction Cost Estimate: $1,150,000-$1,405,000.

    Minority and Women Business Enterprise (M/WBE) Participation: The City recognizes that there is value in engaging minority and women owned businesses and has put a process in place by City Ordinance to mandate their involvement. The Construction M/WBE goal for this project has been set at 11%. Stage 1 of this process will only establish a qualified contractor list. During the Stage 2 Bid Process, qualified contractors who bid the project will be expected to meet the project goal with certified participants as set forth in Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (Sections 28-31 to 28-36 and 28-52 to 28-90 D.R.M.C).

    Prevailing Wage Requirements: Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.

    General: As the City’s best interests may appear, the Manager of Public Works reserves the right to waive informalities in, and to reject any or all, proposals.
