"Neutral Support" at Steamboat SR??

I just don't get what the promoter is trying to accomplish for supporting racers with wheels.

You can't say NEUTRAL and WHEELS IN/WHEELS OUT as the plan. These are opposite.

Some off the worst paragraphs trying to explain what is going on.

Is Ski & Bike really providing wheels at the Crit?

Is this trying to say "If the wheel truck is full or 50% of the field has wheels in the follow truck then the "support" changes from "Wheels In/Out" to "NEUTRAL"?

That is the standard way to do things.

My apologies, I will reword that be clearer that it is wheels in/wheels out until the support vehicle reaches capacity.

Totally true - Steve said he was THINKING about racing (stevetilford.com): "I plan to come back through Steamboat in a few days. I’m not exactly positive what I am going to do for racing over Labor Day. Most likely I’m going to race a stage race in Steamboat Springs. But there is a MTB stage race in Grand Junction. Plus always the Gateway Cup criteriums in St. Louis. I need to race, so one of these will be what I’m doing."

I wouldn't put Koppenberg up there. Fun dirt circuit but...
Morgul Bismark - which course? Traditional loop or 2013 course, (probably 2014 with Hwy. 93 construction)
Boulder Roubaix - Hope they finally get results right next time. No Chips and reliable timing company!
