Reciprocity Agreement finalized with USAC

From the ACA website this morning
On August 1, 2011, George Heagerty, USAC's Regional Representative for the Mountain and Central states, confirmed that the Reciprocity Agreement, in which USAC and the ACA will recognize racers' categories up to Category 2, is in place and will be honored through the 2011 season.

Is the USAC beating down the pro/cat 1 front range living cyclist or are they trying to beat the ACA by punishing the less than 5% of their membership?

It's been like this for several years and since the ACA is concentrated on "Master's Racing", you should know they don't care about you.

i would. If you are going for a cat 1 you should be racing plenty regardless of wether you get points. That way when you are in a race that gives you points you are fit and fast.

As most CO MTB race promoters have their own race insurance, what's to prevent them from doing a road event w/o either ACA or USAC involved?

You may not know this, but a lot of the MTB racing in Colorado is currently unsanctioned.
